Stephen Carter was born in Scotland and educated in Edinburgh. Currently he is the President/MD for Alcatel-Lucent, a telecommunications equipment company. He served as the minster for communications, technology and broadcasting under Gordon Brown and was also the Downing Street Chief of Staff.
